I am able to see the toolbar on desktop view but not mobile, is there a setting to change this?

This goes from your layout. You use:

.magazine-container {
    height: 100vh;
}

in https://distritosalmantino.com.mx/wp-content/themes/distrito-salmantino/style.css?ver=1.0.0

so you need to scroll on mobile to see the controls.
